JvmPluginLoader下载lib时卡死

版本2.13.0
已经尝试切换过不同maven仓库地址
已尝试直接wget可以正常获取lib
删除过整个lib目录并清除过log中的local cache目录
服务器：azure hk
某次的最后log：
2022-11-11 12:31:26 V/JvmPluginLoader: Downloading https://repo1.maven.org/maven2/io/ktor/ktor-io-jvm/1.6.8/ktor-io-jvm-1.6.8.jar
通常会卡死在ktor相关lib
