未解决 [求助帖]更新MCL之后无法获取公告

起初是在使用@cssxsh 大佬的mirai-selenium-plugin 2.2.1版本插件启动的时候报错无法加载插件，于是提了issues，大佬给出答复是升级MCL。
因为本人没有脑子，所以就直接使用MCL Installer 1.0.7在bot原文件夹进行覆盖更新，更新完成后再次启动Bot就有了如下报错

意思应该是无法获取公告，尝试自己解决，搜索论坛无果
好像只有我遇到这个问题，排除掉插件原因，应该是网络问题，用全局代理也是一样的结果
救命啊，大佬们，怎么这个解决不了
所以这是网络问题吗，有什么办法可以解决？
