不是网络问题，这些jar包是托管在阿里云maven上的，
https://gitee.com/peratx/mirai-repo
这个repo托管了包的版本信息，如果做一次全新安装，配置文件里面写着 mirai-console 版本是2.10.0-RC2，但是这个版本在阿里云maven上根本就没发布
他更新了版本号，没发布jar包，所以下载不了这些文件
